Thank you to everyone who volunteered to serve. We will be reaching out for your help throughout the year. We will vote again in May 2023 for the above positions serving for one year. This will re-establish a staggering voting schedule.

Shorehill Estates’
Community, Beach, Dock & Pier Rules and Regulations
The following list of
rules and regulations is established to ensure safety, decrease liability,
increase longevity, and promote respectful utilization and mutual enjoyment of our
community resources. Please abide by
these rules and regulations using common sense and common courtesy at all
times. Any references to “guest/s”
herein refers to non-paying family and friends of community members.
- Priority for use of
the community beach, pier, boat launch, floats, dock and facilities is
granted to Shorehill Community Members.
- No lifeguard on
duty. Use community beach, pier, boat launch, floats, dock, facilities and
waters at your own risk.
- Climbing on and/or
diving/jumping from any portion of the pier or ramp is prohibited.
- Swimming is to be
done from/near swim float to ensure safety and separation of swimmers from
boats and to enable clear visibility by boaters.
- Use of lifejackets
while around the beach, dock, pier and water is strongly recommended.
- Community Members
must inform their guests of and ensure compliance with all Shorehill
Estates’ Community, Beach, Dock & Pier Rules and Regulations.
- Individual
homeowners are liable for any and all damage to community property caused
by them, their guest/s and/or renters.
- Individual
homeowners assume full responsibility and liability for any personal
injury to or by them, their guests and/or renters occurring on community
property and associated facilities.
- Members shall be
issued one key to the boat ramp area and the restrooms upon request. Keys shall not be duplicated. No additional keys may be given to
friends, guests or renters.
- Pre-approval by the
Shorehill Estates board is required for any guest/s/renters’ use of
community beach, pier, boat launch, floats, dock and/or facilities during
any time the Community Member will not be present.
- Primary usage of
the boat dock/floats is for community boaters. Fishing/crabbing/other activities must
yield to boating operations.
- Boats are not to be
left tied/locked to the dock/floats if unattended/unused for two or more
days.
Severe wind and water conditions can quickly arise, resulting in damage to
boats and dock/floats.
- Community members’
have priority over guests’ when boat-parking spaces are limited.
- To avoid damage do
not cut bait or clean fish on unprotected dock/floats.
- During high usage
of the dock/floats, small and/or non-motorized boats should be beached or
tied up in a way that allows optimum space for larger, less-mobile boats.
- Boat trailers
should be returned to owner’s property after launching boat. To ensure sufficient access and visibility
for everyone, parking of boat trailers along hedges at beach is always
prohibited.
- Short-term renters
of any property within the Shorehill Estates do not have rights to use of the
Shorehill Estates community boat docks and/or boat launch.
- Parking is not
allowed of any vehicle in or in front of boat-launch roundabout or on boat
ramp. To ensure pedestrian safety
please do not park closer than one car length on either side of crosswalk
or closer than one car length from entry to roundabout.
- State crabbing,
fish and shell-fish regulations are to be followed at all times. Harvesting of clams and oysters is
limited to community members personal consumption. Short-term renters are not permitted to
harvest shellfish from community beach.
- Smoking/vaping or
any drug use is prohibited at community beach, picnic area and on docks
and piers.
- Shared common areas
at beach and on docks/pier are for family enjoyment. Please do not use profanity when others
are present. Reduce noise after
10:00 pm in consideration of other community residents and guests.
- When planning large
gatherings at the beach please notify Shorehill Estates board by phone or email
prior to the event.
- No fireworks on community
roads, beach, pier, boat dock, boat launch or floats at any time. This is to ensure safety and reduce
liability for all and to avoid damage to any person/s, community roads, beach,
pier, boat dock, boat launch, floats, community property and members’
boats, cars and property.
- Members, guests and
renters must remove trash and recycling, and clean restrooms and picnic
area following use.
- Dogs are to be
confined to owner’s property or leashed when on community roads and beach
areas. Please control any excessive
barking and be sure to clean up after your pets. Restrain pets from entering other
people’s property uninvited.
- Skateboarding is
not allowed within Shorehill Estates community.
- No
commercial signage is to be posted without prior approval by the Shorehill
Estates board.
- Performance or contracting of any work done on
community roads or facilities must be pre-approved by the Shorehill board.
Failure to comply will result in loss of privileges for use of community

SUMMARIZED BYLAWS
SHOREHILL COMMUNITY CLUB, INC
201 BIANNUAL MEETINGS
201.1 The biannual work parties and business meetings of the SCC shall be held in May and September each year...
201.2 At the time of such meetings, officers, trustees, and delegates as required shall be selected as hereinafter provided and all business of the SCC shall be transacted. All members in good standing shall be entitled to one vote per paid membership, when present at such meeting in any election or upon any business. Voting shall be by ballot for Officers and Trustees. All other votes may be verbal, by show of hands or ballot, at the discretion of the membership at the meeting. Mail-in (via email or US Mail) ballots may be used at the discretion of the Board.
201.3 Notice of proposed business will be posted on the community blog no less than 2 weeks prior to the biannual meeting. Members not having access to the blog or to email may request a copy be mailed via US Mail. All members are encouraged to attend the meetings in order to understand the issues, voice their opinions, and vote on the proposals. However, in the event one cannot attend, an absentee ballot may be requested and submitted, or a proxy may be designated. Either will be considered as the member's valid vote so long as the club secretary receives the signed ballot or proxy designation at least 5 days prior to the schedule meeting.
201.4 In no case shall an owner, whether an individual, a couple, or a group, be entitled to more than one vote, regardless of the number of lots owned or memberships held, either individually or jointly.
202 SPECIAL MEETINGS
202.1 Special meetings of the SCC may be called at any time by the President, a majority of the Board, or by owners having ten percent of the votes in the association. Notice not less than two weeks or more than sixty days of said meeting shall be given each member in good standing. Said notice shall be in writing, stating purpose, time, and place of such meeting.
300 TRUSTEES AND OFFICERS
301 BOARD OF TRUSTEES
301.1 The property and business of SCC shall be managed by the Board of Trustees together with the Officers. No person shall be eligible for office unless he/she is a member in good standing with all dues and assessments current.
301.2 Any trustees or officer may be subject to replacement at any biannual or special meeting to be held as in any other election of trustees or officers if said trustee or officer shall: 1) fail to pay any delinquency in his/her dues or assessment after receiving proper notice of said delinquency, 2) not adhere to the procedures and rules of SCC.
301.3 Any officer or trustee elected by members may be removed with or without cause by two-thirds of the votes. Members having voting rights shall cast said votes.
301.4 Trustees shall be 5-10 in number, unless said number be varied in accordance with the provisions of Articles of Incorporation hereof, and elected by majority vote. Vacancies will be filled by members' election at bi-annual or special meetings.
301.5 Trustees and Officers of the SCC, may exercise all powers, which are not prohibited by laws of the State of Washington for the management of the non-profit SCC.
301.6 The term of office for said Trustees and Officers shall be for a period of two years and thereafter until successors are elected. Half of the Trustees shall be elected in alternating years. The President will be elected in alternating years from the other officers. In the event an Officer cannot complete the term of their duties another Trustee may temporary fill that position until they return or until the next election when a replacement for the position will be voted on.
301.7 The Board of Trustees and Officers of SCC, shall meet and hold a minimum of two meetings annually. One prior to the May biannual meeting and one prior to the September biannual meeting, subject to notice by the Secretary and/or President.
301.8 Each Officer or Trustee now or hereafter serving the association and each person, who at the request of or on behalf of the association is now serving or hereafter serves as an Officer or Trustee of the association and the respective heirs, executors, and administrators of each of them, shall be indemnified by the association to the fullest extent provided by law against all costs, expenses, judgments, and liabilities, including attorney's fees, reasonably incurred by or imposed upon him/her in connection with a or resulting from any claim, action, suit, or proceeding, civil or criminal, in which he/she is or may be made a party by reason of him/her being or having been Officer or Trustee by reason of any action alleged to have been taken or omitted by him/her as such Officer or Trustee, whether or not he/she is an Officer or Trustee at the time of incurring such cost, expenses, judgments, and liabilities, provided that he/she acted in good faith and in a manner he/she reasonably believed to be in or not opposed to the best interest of the association. The termination of any action, suit, or proceeding by judgment, order, settlement, or conviction or upon a plea of nolo contendere or its equivalent shall not of itself, create a presumption that the person did not act in good faith and in a manner which he/she reasonably believed to be in or not opposed to the best interests of the association. The foregoing right of indemnification shall not be exclusive of other rights to which such Officer or Trustee may be entitled as a matter of law.
400 DUTIES OF OFFICERS
401 OFFICE OF THE PRESIDENT
401.1 The president shall be the executive officer of this organization and shall preside at all meetings of the members, or the Board of Trustees. He/she shall delete voice and not vote except in case of tie vote and have general and active management of the business of the SCC, under the direction of the Board of Trustees.
402 OFFICE OF THE VICE-PRESIDENT
402.1 The vice-president shall perform such duties as the Board of Trustees may direct, and shall act in the absence or disability of the president on matters properly handled by said president.
402.2 The vice-president has been assigned the duties of "Road Commissioner”. The Road Commissioner will inspect roads, record damage and recommend action to be taken by the community.
403 OFFICE OF THE SECRETARY
403.1 The secretary shall attend all sessions of the Board, and all meetings of the members and shall keep notes of all such proceedings and of any votes had, including the names of all members attending such meeting, and shall be responsible for keeping such records in a file for that purpose suitable for the continuous use of the holders of such office, and available for inspection at any time by the Board of Trustees or Officers of the SCC.
404 OFFICE OF THE TREASURER
404.1 The treasurer shall receive any moneys of the SCC; keep careful record of the source of such moneys and the date of receipt. Said moneys shall be deposited in a financial institution within a reasonable time after receipt thereof. When requested by the Board of Trustees, the treasurer may qualify for such office by posting a bond in such sum as the said Board may direct. Said officer shall sign all checks in payment of disbursements and all documents upon directions by the Board of Trustees, and said check shall be co-signed by the president of said SCC. Books on account shall be kept reflecting all such disbursements and their nature and details and shall be the property of the SCC, and be used by the holders of this office in turn. Financial records kept by the Treasurer shall be reviewed by a non-Officer Trustee of the board upon the voting for the position of Treasurer.
405 WATER COMMISSIONER
405.1 The water commissioner is an elected position and will operate per the rules and regulations regarding the operation of the water system. During any periods where there is not an elected water commissioner, an Officer or member of the Executive Board will serve as acting water commissioner.

501 COMMITTEES
501.1 The Board of Trustees and Officers shall appoint such committees as may appear necessary or desirable for carrying out the purposes of the organization and the chairperson of such committees shall report to and be subject to the approval of said Board of Trustees in the exercise of their responsibilities.
600 COMPENSATION
601 TRUSTEES-OFFICERS-MEMBERS
601.1 No member or trustees or officer of the SCC, shall receive any compensation for services as members, trustees or officers except that, if the services of such member are required in their particular capacity, compensation may be
paid to them in such an amount as would be paid any other person or persons performing such necessary occupational services.
601.2 The Board may waive maintenance assessments and/or water fees for services rendered by members.
700 MEMBERSHIP REQUIREMENTS
701 ELIGIBILITY
701.1 Any person over 21 years of age desirous of promoting the purposes of the SCC, as set forth in the Articles of Incorporation, and owning any portion of the certain property described in Mason County, Washington, and attached thereto as Exhibit A, must be members of SCC. Such person shall be entitled to equal rights with every member of the organization, including the right to vote at any meeting, to hold any office, subject to requirements set forth previously, and to use any of the insignia designated to denoting the SCC, and in all manner to share in the privileges and obligations of membership, so long as said member's dues are current and the
use of such insignia is not counter to the regulations of this organization, in this connection, it is understood that all members are dedicated to the purpose of the SCC.
701.2 All members are required to adhere to the Rules and Regulations covering items such as water and beach use, etc., which are contained in a separate Rules and Regulations document approved by the SCC Board.
701.3 Any member of the SCC or his/her guest who violates the Rules and Regulations of the SCC, is subject to discipline, loss of privileges/beach rights, fee, or charges for damages from the club.
701.4 Before a member of the community is disciplined under 701.3 the member may request a hearing. A committee comprised of community members in good standing will conduct the hearing. The committee will consist of three members selected impartially by the President. The committee will appoint a chairperson and will consider all relevant facts presented by witnesses whose testimony is deemed necessary to permit an appropriate decision. The committee has no subpoena power, but members are encouraged to respond when called upon. After all relevant material at the hearing has been presented, the committee will recess the hearing and reconvene privately to discuss the material presented and make a recommendation to the community, after which the community will vote on the question.
800 MEMBERSHIP & ANNUAL MAINTENANCE ASSESSMENT
801 MEMBERSHIP FEES
801.1 The entrance fee for each member into SCC shall be $500.00. All joint owners are included in a single membership and entitled to one vote only. This fee is payable at all property transfers, or sales, except to a relative.
801.2 The previous owner's membership shall terminate with the transfer of a property, unless he/she owns additional property within the community boundaries.
802 ANNUAL MAINTENANCE ASSESSMENT (DUES) & SPECIAL ASSESSMENTS
802.1 The Annual Maintenance Assessment (aka dues) for each member shall be payable in advance. Dues shall become delinquent if not paid within sixty (60) days of the date they fall due; if not paid, said member shall not be entitled to any of the privileges or rights accorded members of the SCC, and shall be notified in writing of the above.
802.2 For delinquent dues, there shall be a lien levied against the member's property in the amount of the delinquent dues, plus a $100.00 penalty per year until such dues, penalties and any legal fees incurred by the community are paid.
802.3 Annual Maintenance Assessment (dues) may be periodically changed, as recommended by the board and approved by a majority vote of the membership; the approved amount of the dues will be recorded in the club minutes and will not require a bylaw change with each change. Members will receive credit for participating in regularly scheduled work parties. Members who are 65 or older will automatically be given credit for work parties whether or not they participate.
802.4 Owners of multiple lots, either adjacent or non-adjacent, will pay a single annual maintenance fee so long as the lots are used for a single residence only.
802.5 Members who pay multiple maintenance fees will have work party credit applied to each maintenance fee.
802.6 For large maintenance or community improvement projects a special assessment may be formulated by the board and presented to the membership for vote.
900 ELECTIONS
901 ELECTIONS
901.1 All elections of Officers and Trustees of the SCC, shall be held in May of each year at the biannual community meeting and the Officer and Trustees so elected shall take office on the day following the meeting.
901.2 The President shall appoint the nominating committee for Officers and Trustees of the SCC, and they should meet 30 days prior to election of officers. Names of those to be included in the upcoming election should be provided to the President no later than 3 weeks prior to the biannual meeting so they can be posted for election prior to the meeting.
1000 FISCAL YEAR
1001 FISCAL YEAR
1001.1 The fiscal year shall begin the first day of January in each year, upon approval by the IRS.
1100 AMENDMENTS
1101 AMENDMENTS
1101.1 The bylaws may be altered or amended at any biannual meeting or special meeting called for such purpose, upon due notice as provided herein. The decision on such changes will be by simple majority vote of the members either present at the meeting or whose signed absentee ballot or proxy has been received by the designated time.
1101.2 The Officers, Trustees, or Committee established for the purpose will prepare alterations or additions to the by-laws for membership vote. The President and/or Secretary upon membership approval will certify, execute, and record the revised by-laws.
1200 ROADS
1201 RESPONSIBILITY
1201.1 The roads within Shorehill Estates except the paved part of Brook Drive and Northshore Road are private and owned by the SCC. The SCC has the responsibility for maintenance and for any further development.
1202 MAINTENANCE
1202.1 The members will maintain all private community roads by removal of growth and/or accumulations of debris. When deemed necessary by the board, road and gutter repair and repaving may be contracted and paid for from funds designated for the specified purpose.

1203.1 25% of the annual dues collected will be allocated as road funds
